If I am on a policy where the excess is €600 and I get sick during the year, I then move to a policy where the excess is €250 the following year, I still have to pay the hospital excess of €600 for two years after, because it will be an existing illness.
If it is a new illness when I move on to the €250 excess policy I only have to pay the €250 excess.

Take the opposite scenario. I am on a policy where the excess is €250 and I get sick during the year. I then move to a policy with an excess of €600. Should it not follow that the excess of €250 should follow me for the next two years?
 
It seems logical that your excess should follow you. If you are downgrading your policy then you are also downgrading the benefits attached.
 
Because of community rating, all sorts of oddities arise.

It would make no sense to reduce the excess to €250 immediately for existing illnesses as people would just reduce the excess when they get sick.
