Is there any reason why you are looking for an ABA qualification? There are two reasons that I can think of and I have a solution for both:
1) To be sanctioned by dept of ed. - If you can show them that you have tried to find a tutor with the qualifications they are looking for and failed, they will sanction other qualifications.
2) So your tutor is qualified to proide a programme - if you get a tutor with experience and who has learned from the experience as opposed to books this may be a better option than an inexperienced tutor with an aba qualification.
