before somebody goes squealing to the Revenue, check out and see is the chap legitimate. It is very possible to have a VAT number, TAN number and a garage number and be based at home.

It is very handy having a 'garage' working from next door - 24 hour jumpstarts, repairs at home etc etc

If you really want to p**s off someone who parks and works on several vehicles outside their home, the best way is to wait until one of the spaces frees up and then park a car there so then they will have to cart all theirs tools etc further up the street!
 
If it is 'legit' then check if there is planning permission for this commercial development.... there probably isnt.... i would politely go to your neighbour and request that he does not park cars out side your dwelling or you will have no option but to engage your solicitor to notify the enforcement section of the council..... this will have him on bended knee....

if it isnt legit then i actually do not see what you can do.... he buys and sells the cars, so he legally owns them... he is parking them on a public road..... if he is not blocking the driveway then there is no legal reason why he should change this practise......
