helping clients find staff

Hi

I have occassionally been asked by some clients to help them find part time staff like book keepers, data inputters but up until know I have never taken them up on the offer. You would be talking at most 10 staff in anyone year and they would not be charged alot. If I wanted to provide this service do I need to get a license. I believe it is 500 a yearly license for a recruitment agency. Would this apply to me?
 
I don't have an answer to that but I would ask one other question. Would these data inputters be based in Ireland or would you be having your data inputters based in some other low cost country? Where the data would for example be input overnight and ready for the company the next day. Perhaps this would have implications.
