heating thermostat on wall-problem

Hi, my thermostat for central heating downstairs in sitting room doesn't work properly. I can't lower the temperature below 25 or sometimes 30 degrees. I'd like to have it at 18 or twenty. The one upstairs is fine. Is it plumber or an electrician who fixes this??? Is it an expensive thing to fix???
 
Is the temperature dial physically prevented from lowering? some have a stop on them, or will the temperature of the room not go down, there could be something overriding the switch ie fros stat. it will require an electrician to sort it out.
 
It sounds like it is the thermostat is at fault. It's an electrician job or somebody who is used to the wiring on heating systems. It is a very straight forward job to replace. Screw driver and multi-meter to carry out continuity test are the only tools required.
