Heating / Air Con

I have an 01 bmw 318, the heating only works when it feels like it, any suggestions? I dont think its a block because when it does work the airflow is perfect, but it just goes completly dead every few minutes and comes back on a few minutes later....
 
Any chance that is how it's actually meant to work? The climate control in my car (an Alfa 147) works pretty much the same way.
 
No, I mean even when I first turn on the engine, with the air con switched off, just the normal climate control turned on, I get nothing. If the window is frozen the air wont come on to clear it, if the car is freezing it wont come on, it just chooses randomly when it wants to work, this only started happening around a week ago
