Gross Pay vs Pay for USC

I want to make an AVC lump sum payment to offset tax paid in 2019. I know I can give a proportion of my salary based on age. When I check ros.ie it mentions gross pay and pay for USC, there is a difference of €2,500 between these figures. Where does this come from? I thought USC is payable on all income once over x amount (around 12,000 but it doesn't really matter here).

You’ve probably already made pension contributions of €2,500. They’re deductible for income tax purposes but not for USC purposes.

So a 35 year old on €115k a year who contributes the €23k maximum will receive a P60 (or its new equivalent) which says:

- Income for PAYE purposes €92k
- Income for USC purposes €115k

Does that make sense?

I don't think this is the case as I gave far greater than 2500 during payroll.

Do you have a taxsaver bus/train ticket? That seems to be included in gross pay but not pay for USC in the new revenue document that replaced the P60.

I don't, the only thing in my pay that is deducted (other than mandatory taxes) is pension.

I figured it out, was my companies fault really. They overpaid me for a few months in 2019 which I had to repay, my gross salary wasn't reduced for the repayment, rather it was taken as a non taxable deduction, hence my gross was higher than pay for USC.
