There's nothing to cover. People's contributions were spent years before to buy assets. When they come to draw down, the assets are sold and they get whatever the net proceeds are.would happen then to peoples contributions .does the government cover it ?

No they didn’t as large employers know the law better than small ones. They cut overtime, bonuses, and everything above basic pay. And of course they made redundancies. Direct pay cuts for sure happened in isolated cases but they were rare.Many large employers did exactly this.
