While I agree with autoenrollment, this is a mess. From having low fees to adding in a fixed monthly fee that will have a bigger impact on small members. The tax treatment is unnecessarily complex. If you are contributing to a pension already, you are exempt from the scheme...which means you are trading the employer contribution to avail of higher tax relief.
In the UK, they did a gradual roll out, targeting the bigger employers first and then gradually including small companies. Copying what other countries have done isn't a difficult thing to do.
