"All gifts and inheritances taken by a donee on or after 5 December, 1991 which fall within the same group threshold are aggregated to determine the amount of tax payable on the current gift"

I presume that this means if someone received a gift before the above date that it does not count towards their total if they receive a gift now.

Is this cutoff date brought forward over time according to a schedule. Or is 5/12/1991 some sort of "special date" that could remain in place for years or decades to come?

It's a specific date decided on many years ago and there is no procedure to update it automatically.

It may be changed in the future but nobody knows one way or the other.
