Getting a refund

I don't know if this is the correct forum for this query - but here goes. I recently purchased a pc. I had bought an operating system disk on ebay so I bought the pc without the OS. I have continually had hard drive errors trying to install the OS over the last 3 days. I got it installed once, but thereafter the pc continually gives errors and won't launch windows. I even tried an old OS (win2000) to see if it would work with no luck. System froze a few times. I now want rid of it. It took over 3 weeks to deliver and I am have no confidence in it.

I have written to the company to collect it and issue me a refund. If I experience problems with them I want to know what my position is - am I entitled to a refund?
