Forestry grants refusal near sea?

Hi,
A cousin was telling me he was refused a Irish Agri Dept grant to grow a forest as the site is too close to the sea (less than 1km).
Is this legitimate, I can't see it in the terms, not in the native wood lands scheme anyhow?

Seems a bit racist against coast dwellers!!

I had the same problem. they also said it was in an area of natural beauty, its a joke really. so much for them wanting forestry in the country.
