Is anybody aware of an inexpensive means of buying mod large amounts of foreign currency-canadian dollars(up to 60-70k).I seem to remember an article in papers about ?english company who exchange at spot market rates and just charge a reasonable comission fee.

shop around - the big banks i.e. AIB/BofI should give you a trader rate around 0.5% off interbank for that amount. The english currency brokers may give you around 1% off interbank. look into www.oanda.com if you want, though that may be more hassle than it is worth.
