Forcing sale oh inherited house

2 brothers have inherited the old family home, no other siblings. One of the brothers is the executor and doesn't want to sell the house but can't afford to buy the other out. 2nd brother wants to sell and get his half of the inheritance, what options does he have?

This is one where you will need to go to a solicitor and start legal proceedings.

If the will specifies that the house is to be sold, it should be less difficult to deal with.

The will doesn't say that, just that the estate is to be split between the two of them. If they can't agree, is the legal process costly?

At the end of a legal process the issue of one person owning a half share that they are allowed to do with what they please. The other person will either have to buy them out or have someone else buy the half share, unless they have a restriction in the will which you is not there.
