Flat rate expenses

Can anyone tell me if i am entitled to flat rate expenses as per below. i am a manufacturing eng working for and Eng. company who supply me with tools and overalls.

All unskilled workers and skilled or semi-skilled workers who do not bear the full cost of own tools and overalls

Why not submit a Form 12 and claim same and see if the Revenue accept it? I don't see any reason why you wouldn't if you are an engineer
 
Cant see the option for flat rate expenses on form 12 actually...but is available on my online acc.?
