extinguishing a public right of way

Hi,

I'm trying to find out what the legal/insurance implications might be for residents of a terrace if the rear laneway to which they currently have vehicular access were to be "privatised". Currently the council manages the laneway which is a public right of way. The council have now proposed that this public right of way will be extinguished and that the residents will take over the laneway (i.e. put gates up etc).

I've searched the internet but not found anything enlightening on the subject.

Personally I am not in favour of the extinguishment of the public right of way as I feel this is the council's job so I should not have to pay again. I believe the excuse that was used by some residents to instigate the council's action was teenage drinking.

I am also concerned that some neighbours may extend their gardens into the laneway and which would disappear altogether if everyone does that!
