Excess of Zoned land

Living in Gorey Wexford. The town would have many commuters braving the N11 to work in Dublin. Off peak the M50 toll bridge can be reached in 1 hour. Peak who knows anymore.
Tonight on Daft there are approx. 250 houses in the area for sale ranging from 150k right up to over a million.
Rough count there is planning permission for another 700 houses/units.
Builders working away very slowly. One site commenced it seems with planning for over 100 units shut down.
There is additional zoned land for probably the same amount of units again.
There is currently applications pending for well over another 100 units.
There are not the buyers or the incomes to support the proposed development now or into the medium term.
A brother in law in the building game said the same situation has occurred in commuter areas of Cork. Plenty zoned land but not viable financially.
The Council bought a large site earlier in the year and hopes to make an announcement later in the year on its development/social housing.
Are the Councils around the country making a bad situation worse?

Some of the estates zoned and granted planning permission before the great crash remain under developed/unfinished.

A little different from Dublin but just as messed up.
