What are family benefits?​

Family benefits are “all benefits in kind or in cash intended to meet family expenses under the social security legislation of a Member State” according to the European Commission.

Family benefits include parental and child-raising allowances that help cover the costs of raising a child and compensate for lost income when a parent stops working. Childcare allowances for working parents also fall under family benefits.

It’s a rather bizarre editorial choice by Euronews to present this spending per person (adults and children) rather than per child.
 
Also how many people are actually receiving those benefits in those supposedly very high benefits per person countries. It could be exceptionally difficult to qualify for those benefits, whereas in Ireland lots of people are probably receiving some benefits. I think over 50% of population are receiving some type of benefits payments here
