ESB Duct & pull cord

Building in County Clare. Our electricians told ESB we were ready for connection. ESB arrived a week earlier than expected (Great) only for them to tell us our groundworks guy didn't put a pull cord into their duct. They say this is standard for long so that everyone doing groundwork should know it. The groundworks guy is humming and hawing and saying this is not something he should have done and is being anything but helpful. Does anyone know for sure who should do pull cord ? HELP. I'm so sick of bodging building types.
 
Get a coil of qualplex push it through the red ducting & tape a 10mm rope on to it and do it yourself . Your house is ready for connection .
If you didn't ask the groundswork contractor to do it then its up to you.

Running the duct from the ESB Pole to the cabinet is your responsibility as is installing the pull chord. I installed the duct/pull chord myself for my house and I am am currently waiting on the ESB to come out (next week hopefully) and do ths same for me. The guy you have doing this for you should have known well about the pull chord.
The way around this is to get some 1/2 in flexible pipe (eg 1/2in qualpex) and run this through the duct. Attach the pull chord to the end of the pipe and then pull it through.
