Employing a part-time child minder in child's home

Currently my grandchild is being minded in his home for 35 hours one week, 25 hours the next and so on. His minder is being paid cash in hand at local rate of 5 E/ hour.
Last week she informed that she is also claiming Social Welfare and that she is no required to get at least a part time job ( washing dishes in restaurant). She wants to protect her Social Welfare receipts and entitlements.

My questions are:
1. Can my son employ her in a Revenue compliant way and how does he do this ?
2. Is he required to pay the minimum wage?
3. What other implications are there in assuming an employer role in relation to the childminder?
