Eircom back in the dark age

Just got on to eircom about the quality of my telephone line. This line is so slow on the internet and has a background hiss when talking. Their reply is that there is not enough capacity in the area and the line is shared and they cannot do anything about it. They said it is for voice only. I live 3 mile from the town there is no broadband in the area. I am fuming, Are we still in the dark ages.

I asked for a reduced rate for an iferior line, no reply.

Is this a consumer complaint?
 
Heard recently from a friend that Eircom cannot provide the with a phone line in a new development because "they have run out of cable" !!
