Existing EBS customers were already able to switch to new business fixed rates since last year, but they have now changed policy to also allow existing customers get the new business LTV rates:

Interesting timing - it sounds like this change wasn't made in advance of year end statements being issued, so all customers are going to be written to explaining the option.
Looks like increase in switching is having an impact.
PTSB is now the only bank that don't make same rates available to new and existing customers.
