I have a home recorded DVD video burned onto a DVD+R disc which I want to send to friends in USA. Can anyone tell me if this will be playable on their ordinary domestic DVD player or pc ?

Should be. The country is not an issue. It depends on how modern their DVD player or PC DVD drive is. In theory, DVD+R are more compatible with DVD players and DVD-R with PCs, but some people say the opposite.

Make sure you Finalise the disc as otherwise it will only be readable in DVD recorders or PCs, and I would also stick with a Single Session format, in order to maximise the chances of it playing on other hardware.
