How do I go about checking out a person's driving history?

I'm thinking about taking on someone part time to do some deliveries. I can check work references with former employers, etc but I want to be able to verify that they have a clean licence when the applicant says so. Is there a way to check whether they've had any accidents or insurance claims?
 
Aren't endorsements physically stamped onto the licence for exactly this reason? And you could ask them to come up with a statement of no-claims history from their insurance company.
