driveway- lower kerb?

I want to get my front garden taken out and put ina driveway for parking but do you need to get planning permission to lower the kerb outside ie along the road?

I have just done mine. Had to submit planning, did drawings myself on smartdraw software. Council came out and said I had to do the driveway first before they would do the dishing(concrete outside gate). They also said the footpath would have to come up, as it is only ment for pedestrians, and I would have to pay to replace it with a stronger grade concrete at a cost of 1200 euro.
