Does it need to be an architect to draw up plans for retention permission?

I have a building which sits on my property, I want to go for retention for it if we (me and my beloved) choose to go to sell the complete property in the future which is a real possibility.

It was built about thirty two years ago by the previous owner of the house, There is a toilet and shower in the building which has been there since it was constructed. It was let by the previous owner of the house and it has also been let by us.

I have a friend who is a civil engineer technician and want to know if it is possible for him to draw up plans for the building and for me to submit them (he won't charge me for this).

Finances being what they are we are trying to keep this on the cheap.

Any help at all would be appreciated.
 
The technicians drawings will do the job so long as they are accurate, an architect would be overkill for this purpose. You'll also be able to supplement with photos.

I'd be interested to know the planners respond to this.
