As per heading, they have received a long winded letter from their UK halifax account, that has a nominal sum in it, and have been advised they are resident in ireland for tax purposes.

They get 2 x pensions from uk and tax in uk. Is it necessary for them to complete an irish tax return?

They have been here quite a few years!!!

Hi, it's a bit complicated, but typically yes as it's subject to Schedule D tax treatment.

If it's an occupational pension scheme, they should have informed their pension that they're Irish tax resident so it would be paid gross, and they'd pay Irish tax on it.
There are some exemptions, for example government pensions.

You'd need to know details of their total pension receipts to know if they have a liability to tax at all.

Here's a post on a similar vein that might point you in right direction.
