Do oaps have to pay for surgery?

My mother just found out she has to have a mastectomy, she
is a 68yr old pensioner. The only income my parents receive is the state pension they are not eligible for the medical card as my brother and sister live at home. Will they have to pay for this or is it subsidized by the state?
 
If she is going through the public health system, she will have minimal costs to pay.
