distributing leaflets

[Methodology]

I was looking into handing out leaflets around dublin city centre to advertise a business. I contacted dublin city council to see if this was possible and was told I wouldn't be issued with a permit for this.

Are there other options open to me to distribute leaflets to the general public for a low cost?

The benefit of handing out leaflets was that I could target my demographic and answer questions.
