Disposing of home with unwilling sibling

In the case where two siblings inherit a property equally. One sibling resides in the property but is unable to buy the other out of their share. Obviously the other sibling wishes to sell the property. Will it require a court order to get this done?

The executor should force a sale unless you are both joint executors or the will states the house is only sold as a last resort I would assume.
