If a person is ready to leave hospital but needs care and home package not suitable wondering what happens if the person does not wish to get involved in the fair deal scheme as it would appear that all community hospitals require participaation in the Fair deal.

The hospital cannot discharge them unless they have suitable accommodation to go to that meets their needs, whether that be at home, a nursing home or whatever.

Their option would be to stay in hospital, you will get away with it for a while but the hospital will eventually apply long stay charges. Staying in hospital would be a very unreasonable approach to take though, as it is using a bed that others badly need. It is also very unfair on the patient who would have a much better quality of life in a nursing home.

Having some in hospital beds who only need nursing home care is part of the reason there are many sick people on trolleys etc in corridors.

Why would this person not want to avail of Fair Deal ?

A community hospital can be used as a step down from larger hospital when beds are needed and patient may not be quite ready for home. As far as I know you don't avail of fair deal scheme for a community hospital, only a nursing home. If it's a nursing home you mean, and the patient is unwilling to avail of the fair deal scheme they will just have to pay the full rate for that home, which could amount to a lot, depending on length of stay.
