Dirt Tax Rebate ?

My mother-in-law has saving and therefore no longer gets a pension. Therefore, she technically has no annual income and so, can she claim a Dirt Rebate, or will this all only apply once she has used up saving to just have Eur18k remaining, which would then I believe allow her to reclaim a pension once again.
 
Don't know about the dirt tax rebate but she can have 20k in savings and it not affect a non contributory pension. But as well as that she should not wait until her savings are down to that level, there is a sliding scale of reduction of pension based on savings so while she would not get back full pension until she is down to 20k she would for example get a portion of it the lower the savings drop.
