Difference between Personal Tax Credit and PAYE Tax Credit

Ref 2015 tax year - it appears my balancing statement was wrongly calculated by Revenue
resulting in an underpayment taken off my 2017 Tax Credit cert - 995.42 Even though my State pension was listed on form, relevant tax was not deducted.
Now I am trying to check it but am a little confused ( might be an age thing )
Is it correct that as jointly assessed couple we get Personal tax credit - 3300
then we get a PAYE tax credit 1650 each - I also get an Age tax credit 490
The USC seems to be calculated separately at the end of the form !
 
You are entitled to a personal credit. €3,300.

You are entitled to a PAYE Cr if you have PAYE income. €1,650 if each of you have PAYE income, of one spouse is getting a pension with a dependent adult that is counted as one pension so only one PAYE Cr.

Age credit if you are over 65.

Our total income was 49,652 / wife 33,082 / my small private pension 4,438 / state pension 12,132
Credits 7,254 / USC wife 1,460 / me excempt (174 refund)
