Didn't File on ROS

Hi there

Asking this for a friend. He became self employed in November 2017 but didn't earn anything - in fact made a loss. He also has a Social welfare payment and a small amount of PAYE each week. He was trying to do his return via MyAccount on Revenue website and didn't realise he should be doing it through ROS. He has now applied for a ROS account but is late for the mid November deadline. What is his best course of action ...
