Devireg 710-2 Issues

Hi, just wanted to ask if 710-2 Devire both LEDs are not turn on is this the problem of the timeswitch or is a faulty Devireg?
We get in a new apartmant, and no night tariff is showing at all. All the power that it using is Day Tariff. And the immersion heater is working at night.

The 710-2 manual can be found here. If that doesn't shed light on the issue it might be best get in a competent electrician to make sure all is in order.
