Debt to GDP ratio

Our Government debt to GPD Ratio is 51%. That's good.
Our external debt to GDP ratio is 680%.

Can someone point me to data showing what that debt it comprised of?
 
Does External Debt not include all private sector external debt? If so, would the activities of the big multinationals not impact on this (tax based in Ireland but "owing" money to their US headquarters) ?
