I'm currently negotiating a settlement with the bank on a personal loan 14k.

I've been told that after the settlement i'll be listed on Irish Credit Bureau.

My question is whether there is a settlement threshold/% whereby I can avoid being listed on the Irish Credit Bureau.

No there is not any such threshold limit in existence
Perhaps you could suggest to the bank as part of the deal ie FULL & FINAL settlement that nothing is put up on the ICB & it remains clear going forward Stress how important this is to you & that you cannot enter into an agreement without it. Have done this quiet successfully in the past.
