Credit Card government duty reduced?

Caught the tail end of some discussion on 98fm last night about the government duty on credit cards where they stated that the duty on credit cards is being reduced to €15 from €40 for this year only ? Is this correct or did I just come in on the discussion at the wrong moment?
 
Stamp duty on a combined atm/laser card of €15 was deducted from my BoI account yesterday, so it obviously is not only on credit cards. I'm nearly sure the stamp duty on same last year was €20.
 
I was charged the full whack €20 for my Ulster Bank combined atm/laser card on Jan 3rd. AFAIK its the ATM part that attracts the duty. Haven't heard about the €40 to €15 reduction; are there any official links?
 
my stamp duty was also 20 euro this year just like last year. i have a 4 in 1 card.

Sorry guys. BOI card charges are being changed to January in future so the €15 Laser charge is not for the whole yr. Just to bring it up to Jan 07. Don't know about the credit cards.......that would be great news

I think it's just something to do with institutions accounting periods
