Credit card abroad

Is it legitmate for a hire car company to take a security deposit from your credit card, then pay it back? Rented a camper van in New Zealand - gave a deposit of 1,250 dollars, got back less due to currency fluctuations and credit card company margin on the currency transaction. Surely the should just have authorised the payment rather than drawing it and repaying it?

Mrs Fandango & I rented a camper van in NZ also but had no such problems. The company took an imprint of the CC but did not actually charge it to the card. Our contract said that it would only be charged in the event of damage/theft etc. when we returned the van, the credit card slip was destoyed and we only paid the rental amount.
