Completion of Works By Contractor

I have purchased a house by a developer on an unfinshed estate although they do intend completing. They haven't connected the foul sewage to the public system. However he does empties the system when necessary. What is the position if this developer goes bust before completion of the estate. Will the council move in and complete the necessary connections?

I very much doubt that the council will take in charge your unfinished estate and then become responsible for everything. I live in a large estate in Clare that has been built for 15 years and the council has not yet taken in charge.
