Company does not provide contribution to Pension

I am about to accept a job offer, the problem is the company(around 50 employees) doesnot have pension scheme and make no contribution to pension, I really hesitated about joining this company now.

Do you think company that provides pension scheme is a good company? At what point companies donot consider to provide this benefit to attract people:
1. No budget?
2. Employees usually do not stay with company too long?
3. Others?

There are many reasons why companies don't offer to make pension contributions for their staff. You've mentioned two.

Another one might simply be that some companies prefer to pay higher salaries and leave the employees the freedom to make pension contributions or not as they please. Is the salary for the job you've been offered higher than for the same job elsewhere?
 
But if the Company do not operate an Occupational Pension scheme, they are required (under the Pensions Act) to at least provide a facility whereby employees can contribute to a PRSA and have such contributions deducted from payroll.

Impossible to tell from this specific issue alone. There's much more to being a "good company" than just offering a pension. And what "good company" means will differ from individual to individual since it's a subjective assessment.
