Recently got new windows installed but house still feels a bit chilly, I suspect problem may be from a wooden floor in the hall area from which cold air comes up. Is there anything i can do to lessen this. Obviously i wish to retain the floor as it is. Someone suggested putting carpet on the floor?

are there gaps between the floorboards? They can be filled.
Also look for gaps between your floor and the skirting boards, this can be easily filled with silicone.

If it's an older home, there's likely just a void below the floor boards, and zero insulation. If you don't want to lift the floor, a good carpet and underlay will go some way towards addressing the issue.
