Claiming tax credit TRS as a non first time buyer

I bought a house in 2006 , then i sold it in 2009 .
I 2009 i bought a house in a rural town.
i live in house no 2 now.i never claimed trs for either house.

Is it too late to claim trs at source for interest on my home loan for tax year 2016.
Do i go to my bank and fill in the trs form or do i phone the revenue hepline for enquirys
tax credits etc
I,m assuming that i can claim TRS tax credit at source from my loan even though
i am not a first time buyer .
I looked at the revenue.ie website ,the info there is very vague and brief in regard
to How to claim TRS at source on mortgage interest.
I would be grateful for any advice on this matter.
Do i have to fill in the trs form before 31 october 2017 to claim for
trs tax credit for tax year 2016?
