Has anyone placed a claim against the council for damages to car due to road conditions. What are the procedures for doing this? I would be grateful for any information

I don't think this is the case. AFAIK, for the council to be liable they must have repaired (or otherwise worked on) the defect in a negligent manner, AND that negligence must have been responsible for your accident. If they just ignore the defect, you don't have a cause of action. They paid the full cost of wheel replacement, but only after we threatened to take them to the Small Claims Court,
