city centre resturant, toilet facilities

where would one find out about regulations regarding access to toilet facilities in a fast food resturant

... a city centre fast food chain only has one toilet (a disabled toilet) accessible for all its clients on the weekend nights - surely given the volume of people more than one toilet should be open ???

where should i report this to, the manager said that under no circumstances would he allow access to the main toilets up stairs "for insurance purposes"
