Charging VAT on USD invoice

Does anybody know how to treat the invoicing aspect of Charging VAT to an Irish Customer on a USD inv.
Irish Tax Law allows to charge VAT on a foreign currency invoice but doesn't give any guidelines or examples for Invoicing.

You are allowed to invoice in USD, but the invoice must also show at least the VAT amount in Euro. This should be converted based on the ECB Euro/dollar exchange rate on the date of the invoice.
