Charged €5.96 Debit Card Stamp Duty?

I noticed I’ve been charged €5.96 stamp duty by Ulster Bank for my debit card. I rang them to understand why this is above the €5 cap. I was told that this is applicable to all of their customers and is down to the Government increasing the charge. This sounded strange to me and I can’t find any information confirming that the Government increased the charge.


Has anyone else experienced this?
 
There's a maximum of Euro 5.00 per card.
Either UB error, or do you have more than 1 card on the account?
 
It’s a joint account with 2 cards yeh. However, there is not supposed to be a charge for additional cards (according to the info on the Citizen Information website).
 
I was only charged 3.72, but husband was charged 5..... Not sure what the reason for the difference is.

It's 0.12 per ATM transaction, capped at 5.00 (or 2.50 if you never use card for POS transactions).
You must have used ATM 31 times in the year. And husband at least 42 times.
