If someone wants to change an executor on their will, do they have to make out a new will?

A codicil can be added to to the Will revoking the appointment of an Executor & appointing a new Executor , also stating that the Will in all other respects remains the same- such a codicil should be dated , signed by the person making the Will and witnessed by two parties ( these witnesses need not be the same people who witnessed the Will )

+1

just make sure witness not a beneficiary, can happen if witness doesn't read the will:)
