changes to capital gains tax exemption

so in the recent budget it was announced that it would now only be necessery to hold a property for four years as opposed to seven , does this mean if someone bought a house in december 2014 , they could sell without any tax bill in december 2018 or can they sell at any time in 2018 ?

does it need to be exactly four years ?
 
thank you , my mother bought a house in dublin 9 in december 2014 , i understand the changes will be introduced from january 1st 2018 but ( at this point ) obviously only those who bought no later than january 1st 2014 can sell without incurring a capital gains bill come the new year
