CAT exemptions

I have a family member who has become permanently incapacitated. I have given them one gift and intend to give a second and when aggregated they will exceed the threshold. I wanted to check about certain exemptions but when I phoned Revenue they were less than helpful.

I gave some money to adapt their home for a wheelchair, to add an accessible bedroom and bathroom. There was a grant but it doesn't cover the full amount. I want to find out if this can be covered under the exemption in s.84 for medical expenses including maintenance.

The second gift is to clear their mortgage and I want to find out if this can be considered the gift of a dwelling house to a dependent relative?

Has anyone any experience of this?
